Objectives & Context
The Samuel Kanyon Doe Sports Complex and the Liberia National Police Academy are two of the most symbolically and functionally important public facilities in Liberia. Both had suffered severe damage and looting during the civil wars, with deteriorated structure, destroyed MEP systems, and in the case of the Police Academy, security infrastructure that needed complete reconstruction to enable effective training of the reconstituted national police force. Rehabilitation of these high-profile facilities required meticulous construction supervision to ensure quality, accountability to multiple donors, and timely delivery ahead of nationally significant events.
Our Approach & Solution
TSC Global provided construction supervision services across both facilities, managing a programme that combined structural repairs, complete MEP system replacement, security fencing and access control installation, playing field rehabilitation, and interior fit-out works. The supervision team established rigorous materials testing and quality control procedures, coordinated with UNMIL security protocols, and ensured compliance with the Japanese International Cooperation Agency (JICA) and EU procurement and technical standards applicable to each facility. Progress reporting was tailored to each donor's requirements.
Results & Impact
Both facilities were successfully rehabilitated and handed over to their respective operating entities on schedule. The Police Academy rehabilitation enabled the Liberia National Police to conduct its first domestic officer training programmes in the country's modern history, supporting the national security sector reform process. The SKD Complex rehabilitation restored a national sports venue capable of hosting international fixtures, with direct benefits for Liberian youth sports development.
