Objectives & Context
The Kingdom of Saudi Arabia sought to upgrade its diplomatic presence across West Africa through a comprehensive renovation and modernisation programme covering seven embassy compounds. Each site presented distinct challenges: aging infrastructure dating back several decades, varying local building codes across multiple jurisdictions, operational continuity requirements (embassies could not suspend diplomatic activities during construction), and the need to integrate modern security protocols alongside culturally sensitive architectural language reflecting Saudi heritage. Coordinating across multiple countries with different procurement frameworks and regulatory environments demanded a highly adaptive project management approach.
Our Approach & Solution
TSC Global was appointed as the Owner's Engineer and Construction Supervision Consultant, responsible for design review, technical compliance oversight, and on-site supervision throughout the renovation works. The team conducted thorough condition assessments of all seven compounds before construction commenced, identifying structural deficiencies, MEP upgrades required, and security enhancement opportunities. TSC Global developed a phased execution strategy that minimised disruption to embassy operations, coordinated with local contractors and suppliers, ensured compliance with both Saudi Ministry of Foreign Affairs standards and host-country regulations, and implemented rigorous quality assurance programmes at each site. Weekly progress reports and digital documentation ensured full transparency with the client throughout.
Results & Impact
All seven compounds were successfully upgraded on schedule, delivering modern, secure, and operationally efficient diplomatic facilities that reflect the Kingdom's standing in the region. Zero disruption to diplomatic operations was recorded across the programme, and all works met or exceeded the client's technical and aesthetic requirements.
