Objectives & Context
Monrovia's water supply system relies on raw water abstraction from the Farmington River, transported to the White Plains Water Treatment Plant via a pipeline that had reached the end of its serviceable life. Frequent pipe failures caused service interruptions affecting hundreds of thousands of residents and created environmental hazards through uncontrolled leakage. MCC financing provided an opportunity for a complete pipeline replacement, but the project required navigating densely settled peri-urban areas, crossing several watercourses, and ensuring the construction timeline minimised disruption to water supply to the capital.
Our Approach & Solution
TSC Global provided engineering design and construction supervision services under the MCC-funded programme. Engineering design included hydraulic modelling to optimise pipe diameter and material selection, route survey and geotechnical investigation, river crossing design using horizontal directional drilling, and connection and valve chamber design at key nodes. A phased construction and commissioning strategy was developed to maintain continuity of raw water supply throughout the works. Supervision activities included daily site inspection, pressure testing oversight, reinstatement quality control, and environmental compliance monitoring.
Results & Impact
The new 25 km pipeline eliminated chronic supply interruptions associated with the failed original infrastructure and reduced non-revenue water losses on the raw water conveyance section by an estimated 35%. The project delivered a service life of over 50 years, providing a long-term foundation for water supply reliability in Greater Monrovia. MCC certified project completion within budget and programme timelines.
