Objectives & Context

The Monrovia–Bo Waterside road is a principal trade corridor connecting Liberia's capital to the Sierra Leone border crossing at Bo Waterside, carrying the majority of cross-border freight between the two countries. Despite its strategic importance, the road had suffered severe pavement failure along multiple sections, with potholing and edge break making large portions hazardous. The AfDB financed a comprehensive rehabilitation, but the high traffic volume — particularly heavy goods vehicles — and the need to maintain traffic flow throughout construction demanded a technically robust design and a carefully managed construction supervision programme.

Our Approach & Solution

TSC Global provided detailed engineering design and construction supervision, with particular attention to pavement structural adequacy for the projected mixed traffic loading including heavy axle loads from mining and commercial transport. The design incorporated axle load analysis and pavement structural design using internationally recognised mechanistic-empirical methods. Traffic management plans were developed and enforced throughout construction to maintain safe passage for road users. Supervision teams operated in multiple concurrent zones to manage the extended construction programme efficiently.

Results & Impact

Rehabilitation of the full 110 km corridor to bituminous surface standard significantly reduced travel times between Monrovia and the Sierra Leone border, with journey times falling from over 6 hours in deteriorated conditions to under 2.5 hours on the rehabilitated road. Cross-border trade volumes increased measurably in the first year post-completion, and pavement performance monitoring confirmed that the structural design was performing as modelled.
