Objectives & Context

The Liberian section of the Mano River Road had suffered severe deterioration following years of civil conflict and inadequate maintenance, rendering large sections impassable during the rainy season and severely restricting movement of people and goods between Liberia and Sierra Leone. Phase I of the rehabilitation programme covered approximately 120 km of road requiring reconstruction rather than simple resurfacing: pavement structures had failed entirely in many sections, drainage infrastructure was destroyed or silted up, and numerous bridges required replacement or major rehabilitation. Designing works that could withstand future climate-driven rainfall intensification added an additional technical layer of complexity.

Our Approach & Solution

TSC Global provided detailed engineering design and construction supervision services for Phase I. Design activities included topographic survey, geotechnical investigation, drainage modelling with climate-adjusted return period analysis, pavement structural design using AASHTO methods, and bridge load assessment and design. During supervision, TSC Global maintained a resident engineering team on-site throughout construction, overseeing contractor performance, material testing, quality assurance, and environmental compliance in line with the AfDB's Integrated Safeguards System.

Results & Impact

Phase I rehabilitation delivered 120 km of reconstructed road meeting African Union standards for regional connectivity corridors. Travel times between border communities were reduced by approximately 65%, and year-round accessibility was restored for the first time in over two decades. The project was completed within the approved budget and received a satisfactory rating from the AfDB supervision mission.
