Objectives & Context

The Mano River Road is a critical regional trade and transport corridor linking Liberia, Sierra Leone, and Guinea. Following a major rehabilitation programme financed by the African Development Bank, concerns were raised by the client and financier about construction quality, specification compliance, and the long-term durability of completed works. An independent, technically rigorous audit was required to assess whether the delivered infrastructure met contractual obligations, identify defects or deficiencies, and provide actionable recommendations to protect the substantial public investment made.

Our Approach & Solution

TSC Global mobilised a multidisciplinary audit team comprising road engineers, geotechnical specialists, and quantity surveyors. The team conducted systematic field inspections across the entire corridor, including pavement condition surveys using international deflectometer standards, drainage structure assessments, bridge inspections, and material sampling with laboratory analysis. Documentary review covered design specifications, contractor quality records, supervision reports, and payment certificates. TSC Global's audit methodology was aligned with AfDB fiduciary requirements, ensuring findings were defensible in a contractual and legal context.

Results & Impact

The audit produced a comprehensive technical report that identified specific defect categories and their root causes, quantified the remediation works required, and provided a prioritised remediation programme with cost estimates. The report enabled the Government of Liberia and the AfDB to pursue appropriate warranty claims and informed decisions on additional maintenance investment, protecting the long-term functionality of this vital trade corridor.
