Objectives & Context
Liberia's post-war land governance system was characterised by overlapping customary and statutory claims, competing land use demands between agriculture, forestry concessions, mining, conservation and urban expansion, and a weak institutional framework for resolving conflicts and planning future development. The Liberia Land Authority required technical assistance to develop a national land use policy framework, establish systematic land use planning procedures, and produce pilot county-level land use plans that could serve as models for national roll-out — all while ensuring inclusive participation from rural communities and indigenous peoples whose land rights had historically been marginalised.
Our Approach & Solution
TSC Global provided long-term technical assistance to the Liberia Land Authority, seconding a team of land use planners, GIS specialists, and participatory planning facilitators. Key deliverables included a National Land Use Policy developed through a multi-stakeholder process, a Land Use Planning Manual and procedural guide, GIS-based land use datasets integrated with existing forest cover and concession data, and county-level land use plans for Bong, Lofa, and Nimba counties incorporating community consultation findings. TSC Global also designed and delivered training programmes for LLA staff and county planning offices.
Results & Impact
The National Land Use Policy was formally adopted by the Liberian Cabinet, representing a landmark achievement in post-conflict land governance reform. The three county-level plans provided actionable guidance for managing competing land uses in some of Liberia's most economically important counties. The GIS datasets developed by TSC Global became the foundational layer for subsequent donor-funded spatial planning initiatives.
