Objectives & Context

The Kolahun–Vahun road in northern Lofa County connects a series of market towns and agricultural communities to the broader Liberian road network, with the corridor terminating at Vahun near the Sierra Leone border. The area was heavily affected by civil conflict and the road had received no significant investment for over 20 years, leaving it in a near-impassable state. Rural populations, predominantly subsistence farmers, were effectively cut off from market access for most of the year, creating food security and economic vulnerability. The terrain in this hilly border region presented particular challenges for drainage design and slope stability management.

Our Approach & Solution

TSC Global provided engineering design and construction supervision, incorporating intensive stakeholder consultation with roadside communities to ensure design priorities reflected local needs — particularly regarding market access at key trading points and river crossing locations used by farmers. The design emphasised robust drainage infrastructure to address the area's high rainfall, with rock-filled gabion structures at critical points and an extensive programme of side drains and mitre drains to prevent pavement saturation. Environmental and social management planning was integrated into supervision activities.

Results & Impact

The Kolahun–Vahun road rehabilitation restored year-round accessibility for an estimated 80,000 rural residents in northern Lofa County, enabling farmers to access markets in Kolahun, Voinjama, and Monrovia. Agricultural produce transport costs fell sharply, with vegetable farmers reporting a doubling of net income in the first year post-completion. The project was cited by the EU delegation as one of the most impactful rural road investments in their Liberia portfolio.
