Objectives & Context
The Gbarnga–Ganta road corridor traverses Bong and Nimba counties, two of Liberia's most economically important counties for agriculture and mining. Rehabilitation of this route offered significant economic benefits, but the corridor passes through secondary forest patches, communities with high dependence on natural resources, and areas with artisanal mining activity — requiring a comprehensive ESIA that addressed both ecological and social dimensions of project impacts. AfDB's Integrated Safeguards System demands applied to the full project lifecycle from design through operation.
Our Approach & Solution
TSC Global conducted a full ESIA compliant with AfDB's Integrated Safeguards System, covering terrestrial ecology, freshwater ecology, cultural heritage, social impact on roadside communities, and occupational health and safety risks for construction workers. A robust stakeholder engagement process was implemented across 25 communities along the corridor. The ESMP designed by TSC Global included specific measures for protecting identified cultural heritage sites, managing construction worker influx impacts, and restoring livelihoods for households affected by land acquisition.
Results & Impact
The ESIA received AfDB clearance and was adopted as the definitive social and environmental management framework for the rehabilitation works. Implementation of ESMP measures was monitored by TSC Global's supervision team, and the project was flagged by AfDB as a positive example of safeguard implementation quality in their Liberia portfolio.
