Objectives & Context
The Fish Town–Zwedru road connects two important county capitals in southeastern Liberia and forms part of the strategic east-west corridor linking Grand Gedeh and River Gee counties with the national road network. World Bank financing supported rehabilitation of this 75 km route, but the existing design had been prepared without adequate geotechnical investigation, and initial construction encountered unforeseen ground conditions that threatened both the programme schedule and budget. An independent technical review was required to validate design adequacy, identify modifications needed to address ground condition discoveries, and strengthen supervision arrangements to prevent further cost overruns.
Our Approach & Solution
TSC Global was engaged to conduct a design review and assume construction supervision responsibilities at a critical stage of the project. The design review identified deficiencies in pavement structural design for sections crossing black cotton soils and recommended targeted geotechnical interventions including subbase replacement and drainage improvements. As Resident Engineer, TSC Global restructured the supervision team, implemented more rigorous materials testing protocols, and established clearer contractual enforcement procedures to address contractor performance issues.
Results & Impact
TSC Global's intervention stabilised the project, enabling completion of the remaining 75 km within a revised budget and timeline that had been agreed with the World Bank. Quality of completed works significantly exceeded the standard of sections constructed prior to TSC Global's engagement, and the route was handed over to the Ministry of Public Works in a maintainable condition.
