Objectives & Context
Maryland County in southeastern Liberia is one of the country's most geographically and economically isolated regions. The only overland route connecting it to the national road network — the Fish Town–Harper corridor — was in a severely deteriorated state, and any investment decision required robust economic justification to satisfy both the Government of Liberia and its development finance partners. The feasibility study needed to quantify the economic returns of different rehabilitation options, assess their technical viability, and provide a basis for AfDB project preparation financing.
Our Approach & Solution
TSC Global conducted a comprehensive feasibility study encompassing traffic surveys and origin-destination analysis, vehicle operating cost modelling, economic cost-benefit analysis using the HDM-4 road investment analysis tool, geotechnical and topographic assessment of the corridor, and a multi-criteria comparison of rehabilitation options from gravel upgrading to full bituminous surfacing. The study incorporated updated climate risk data to ensure the preferred option was resilient to projected rainfall changes in the region.
Results & Impact
The feasibility study demonstrated a strong economic case for full bituminous rehabilitation of the corridor, with an estimated Economic Rate of Return exceeding 18% over a 20-year appraisal period. The study was accepted by the AfDB and the Government of Liberia as the basis for project preparation, directly informing the design and supervision assignments that followed, and which TSC Global was subsequently engaged to deliver.
