Objectives & Context

Roberts International Airport, Liberia's principal international gateway, required comprehensive rehabilitation of its runway, taxiways, apron, and associated airfield lighting and navigational aid systems. The works needed to be executed with minimal disruption to international flight operations — complete airport closure was not operationally or commercially viable — requiring careful sequencing of construction activities, particularly during runway resurfacing. Meeting ICAO standards and satisfying EU procurement and fiduciary requirements added layers of complexity to an already technically demanding project.

Our Approach & Solution

TSC Global provided full-time construction supervision services, embedding a resident engineer team with airfield pavement engineering expertise at the airport for the duration of works. Supervision activities covered airfield pavement condition monitoring, materials testing for pavement layers, structural assessment of drainage infrastructure, oversight of airfield lighting installation and calibration, and interface management between the construction contractor and air traffic control. TSC Global developed and enforced a detailed works sequencing programme that maintained ICAO Category I instrument landing capability throughout runway rehabilitation.

Results & Impact

Runway rehabilitation and associated airfield works were completed without a single unscheduled interruption to scheduled international flight operations. ICAO standards compliance was confirmed by the Airport Authority's technical inspection team, and the rehabilitated airfield infrastructure provided Roberts International Airport with an extended serviceable life of at least 20 years, supporting Liberia's economic connectivity with international markets.
