Objectives & Context

Following Jamaica's legalisation of medicinal cannabis, private investors moved rapidly to establish licensed cultivation and processing facilities targeting export markets. The project involved a large-scale, controlled-environment greenhouse complex and an extraction and processing facility in a predominantly agricultural area. Regulatory requirements under the Cannabis Licensing Authority and the National Environment and Planning Agency (NEPA) mandated a rigorous ESIA addressing water use impacts on local aquifers, chemical storage and waste management, odour and security concerns from neighbouring communities, and biodiversity baseline conditions on and around the site.

Our Approach & Solution

TSC Global designed and conducted a comprehensive ESIA compliant with both Jamaican environmental law and IFC Performance Standards, enabling the client to secure financing from international impact investors. The assessment covered groundwater hydrology modelling, air quality and odour dispersion analysis, solid and liquid waste management planning, ecological surveys, and a detailed social impact assessment engaging local farmers and community representatives. TSC Global produced a full ESMP and monitoring programme adapted to the specific risks of cannabis cultivation operations.

Results & Impact

NEPA granted environmental approval for the facility following TSC Global's ESIA submission, and the ESMP was accepted by the project's international impact investors. The facility subsequently received its Cannabis Licensing Authority cultivation and processing licence, enabling the client to commence operations targeting the European medicinal cannabis market.
